When you say Lando, I am going to assume you mean this cape right?

You can still use Jenn’s method for making a cape to have it look like this(with the liner layer being a couple inches shorter), however, it may still fall off your shoulders all day.

You can also take a cape coat pattern, remove the arm holes, and make the entire thing longer and wider by slashing and spreading her pattern (just don’t make the neckline any larger than you need it to be). See those darts she drafted into the neck line? those will help keep it in place on your shoulders all day long.
